Since receiving his undergraduate degree from Princeton University and his law degree from the University of Florida, Dunlap has practiced law in Bartow for 48 years with the same firm, now known as Boswell & Dunlap.  His general practice has become concentrated in the areas of real estate and probate.  He has served as a Trustee and Director of Attorneys' Title Insurance Fund, Inc., since 1969, and has served as City Attorney in Bartow from 1971 to 2007.

His community activities have included membership on the Board of Directors of the Bartow Chamber of Commerce, Bartow Rotary Club, Bartow Rotary Foundation, Bartow Golf Course, Floral Avenue PTA, Peace River Country Club, Red Cross, Bartow Memorial Hospital and Dixie Youth Baseball.  He is a member and past Deacon of First Presbyterian Church.

Dunlap and his wife of 53 years have three children and eight grandchildren.  One son is an actuary in Tallahassee, another son is an attorney in Sarasota, and his daughter is his former legal secretary.

Although he has informally provided pro bono services since beginning his practice, in more recent years much of his service has been through referrals from Florida Rural Legal Services.
