John received his undergraduate degree cum laude from Hillsdale College, Hillsdale, Michigan and his law degree from Wayne State University Law School, Detroit, Michigan. While attending law school John served on the Wayne Law Review and published a note regarding Depositary Bank Liability under the U.C.C. Section 3-419(3) in 34 Wayne Law Review, 1988. John has practiced law in Bartow for 19 years with the same firm, now known as Boswell & Dunlap LLP. His general practice has become concentrated in the areas of Local Government Law as well as Commercial Litigation; Commercial Transactions; Real Property and Real Property Title Claims litigation; and Real Estate. John has made presentations on Florida's charter school laws, annexation and related areas of the law. He has extensive experience in all aspects of municipal law.
His community activities have included membership on the Board of Directors of the Bartow Chamber of Commerce and served as its President in 1995; Bartow Rotary Club 1989-2007 and served as its President in 1998; Central Florida Development Council 1997-present and served as its Chairman from 1998 through 2000; Member of the City of Bartow's Community Redevelopment Agency from 1990 through 2000 and served as its Chairman from 1996 through 1998; Peace River Country Club 1996-1999; President of Polk Association of Chambers of Commerce 1998; Bartow Regional Medical Center 1996-2007; Bartow Healthcare Foundation from 1996 to the present and as its Chairman from 2006 through the present; Military Academy Board appointed by the Honorable Senator Bob Graham 1996-2004;
John is currently the Assistant School Board Attorney for the School Board of Polk County, Florida holding this position since May, 1998; Town Attorney for the Town of Dundee, Florida, January 2004 to present; City Attorney for the City of Lake Alfred, Florida from January 2002 to the present; and City Attorney for the City of Winter Haven, Florida from May 2003 to the present. John served as the Assistant City Attorney for the City of Bartow from 1989 until June 2007 when he served as its Interim City Attorney until September, 2007.
John is a member of the Florida Bar, City, County and Local Government Law Section; Florida Municipal Attorney's Association; Florida Association of Police Attorneys; American Bar Association; Polk County Trial Lawyers Association; and Attorneys' Title Fund Services LLC.
John is admitted to practice in all Florida state courts, the Northern, Middle, and Southern District Courts, the Eleventh Circuit Court of Appeals, and the United States Supreme Court. John is also an inactive member of the State of Michigan Bar.
John and his wife, Ann, have four children, John, Kathryn, Matthew, and Lizzie and are members of Resurrection Catholic Church in Lakeland, Florida.
